Make sure the following registry permissions and entries exist:

"LOCAL SERVICE" must have at least "read" permission on
HKLM\System\CurrentControlSet\Control\SecurePipeServers\winreg
and
HKLM\System\CurrentControlSet\Control\SecurePipeServers\winreg\AllowedPaths

The REG_MULTI_SZ key
HKLM\System\CurrentControlSet\Control\SecurePipeServers\winreg\AllowedPaths\Machine

must contain a line
"System\CurrentControlSet\Services\Wins"
to grant remote access to the wins service.

I am having the same issue with my WINS manager on a Windows  Server 2003 Std
machine.

When I attempt to verify the registry permissions below, "Local Service" is
not a valid "user" to give permissions to these registry keys.  I am logged
on as a domain administrator.

Can you offer any suggestions as to why "Local Service" is not a valid
addition to these registry keys?

For those  that may have this same problem - I found the solution in Q827016.
