Securing documents on file server.

We have product service manuals stored on our Windows 2003 file server.
How can I secure them so a staff member can only read it, but not be able to
email, copy or delete it?

Please advise.

Delete is easy. Just deny delete permissions on the file.
If a file can be read, it can be copied and emailed.
