We use AD of Windows Server 2003.
Is it possible to configure "Approved Sites" feature, of Content tab, of
Internet Options for all member PC's and servers through GP, or some other
means?

Note that the group policy experts hang out in
microsoft.public.windows.group_policy - you'll find this easier to locate if
you use a newsreader client instead of the icky web interface.
