GPO Error (Event ID: 1508 & 1030)

my 2003 server have log a huge list of error with the event ID (1508 & 1030)
message:
Windows cannot access the file gpt.ini for GPO .................
(Configuration information could not be read from the domain controller,
either because the machine is unavailable, or access has been denied. ).
Group Policy processing aborted.


I cannot access  Group Policies from AD interface. it show
"Access Denied, you may not have appropriet right"...

i can access my server's sysvol folder and i can open
open Gpedit.msc from command windows..

i have also done dfsutil / purgemupcache

what else can i do ??? please help....

See if either one of these help:
"You may not have appropriate rights" error message when you try to open the
Domain Security Policy console or the Domain Controller Security Policy
console from the command prompt:

You cannot open file shares or Group Policy snap-ins when you disable SMB
signing for the Workstation or Server service on a domain controller:
