File right in 2003 std server - urgent

I would like to allow the users to modify the contents of an Excel file and
add records in that file.  However, I do not allow the users to
move/overwrite the file.  Can someone advise me how configure the
file/folder to accomplish it.

Kind of double cross question here. You want them to modify a file but do
not want them to be able to overwrite the file? If someone modifies a file
it is being overwritten. Perhaps redifne your question before someone can
give you a precise answer.

Allen,

The file is open for a number of users to update their part.  In past
experience, some people just make a copy on their computer and update it
locally then use the updated version to paste it back to original position.
It is fine on their part but overwrite the updates of other people.  Thus, I
would like to avoid such happening again.

I don't think this is possible, since only 1 user can open Excel/Word file
at a time.

Mitch,

I am unsure why changing Excel file to Access file can help the user who
move/copy the file onto his/her computer for editing then paste back to the
server.  I need to stop this behaviou since it will delete all the update
from other users.

OK here's the thing why it's impossible:

Say, 2 users have MS Word running, editing it. User 1 saves it, and it will
be overwritten to the original file. Now, when user 2 saves the file, the
word file that user 1 saved will be overwritten.

Your scenario is just impossible...
