We have 4 DC's in our domain right now, but only one of them is the schema
master and global catalog holder. How would I go about creating a second
global catalog holder for fault tollerance? Also is it possible to create a
second schema master? or is the name what it means a master server and can
not be duplicated? thanks!

Creating a global Catalog server is easy:  Open AD Sites and Services,
expand the desired server, right click NTDS Settings and select Properties.
Check the box for Global Catalog.

There can only be one Schema Master per forest.
