Changing Terminal services mode in 03 server

I have an 03 server I can't get to change to remote admin mode.  I
know when I first installed I was remotely connecting to it.
Something changed at some point and a message started popping up
saying there were no valid licenses available.  Going into term serv
configuration properties remote admin mode is not an option.  I
uninstalled and reinstalled term server expecting the window where
they ask me what mode I want but it never came up.  Going back in term
server config my licensing options are still only per device and per
user.  I have 2000 CALs on my network but no 03.  I do not need client
connect mode, only remote admin so don't want to purchase CALs.  Can
anyone tell me what I am doing wrong?

With Windows 2003, you do not install terminal service admin mode using the
Add/Remove Program.  What you need is to enable Remote Desktop.

Go to System Properties (Right click My Computer and select Properties)
Click on the Remote tab and check Remote Desktop.

By default, member of Local Admin group will be able to remote desktop into
the server.
