Server 2003 hangs while "Applying computer settings"

Having a problem simular to the power chute issue.
Memberserver Windows 2003 server sp1, latest patches exchange 2003.
Hangs at Applying computer settings. If I reboot without network connection
it boots. With the patch cable plugged in network access it hangs.
Checked for APC Software none present.

First check DNS settings on the clients. Clients DNS needs to be configured
to point to Active Directory DNS (probably your active directory server).
If client's DNS point somewhere else this they won't be able to find your
domain controllers and clients won't be able to logon and will take a very
long time at "Applying computer settings".

An interesting factiond.
The user interface is not loading.Buuuttt I can access all of the normal
appliactions and services via mmc and manage them. This server is an Exchange
server the SA is not able to authenticate. Due to the Computer object not
being accessed and appropriate permissions applied. There are a number of
posts which attributer this behavior to powerchute version 6. The behavior
that I am seeing is simular although I do not have powercute installed on any
of our servers.

You said this had something to do with the network cable being plugged in.
Sounds like you've omitted details about your system that you're not telling
us.  Like for instance, what was the last change made to this system?  It's
network-stack related.  You may need to check the drivers on the NIC.  I
think you installed something which made a change to the network stack.
Like a VPN client maybe?
