Wins server does not seem to listen on all ip addresses

I have a Windows 2003 sp1 server with one additional ip address configured
on a single nic.

It looks like the server is serving wins request directed to that secondary
ip address.

It's pingable and everything.

What am I missing?

WINS is not well supported on a multihomed system.
Since WINS is binding to the first network interface in the system, the
sequence of the network adapters is playing a role.
If you move the most important NIC to the first position on the Adapters and
Bindings window, this could work.
(on Windows Server 2003 in Control Panel/Network
Connections/Advanced/Advanced Settings)
