My widows server 2003 server is getting rebooted automatically during
startup when it is about to start the networking services

It is impossible to give you any valid advice unless you take
the time to describe the recent history of this machine in
detail. Presumably it used to work before, and something
has now changed. You're the best person to report what this is!

If it's related to something you did (driver upgrade or something like
that) and you've not managed to log on successfully since then, use the
Last Known Good Configuration option from the F8 boot menu.
