Remote Desktop doesn't work with Windows 2003 w/SP1

I'm troubleshooting a developer's desktop running Windows 2003 Server
Enterprise. With SP1 installed, Remote Desktop fails with an SAS
window:
winlogon.exe error. Text is "The exception Single Step - A single step
or
trace operation has just been completed. (0x80000004) ocurred in the
application at location 0x000000000."

We can uninstall SP1 and Remote Desktop works again, but the user needs
SP1
in order to run the latest apps. This error isn't leaving anything
useful in the System or Application logs. The Windows Firewall is off.

Hi Dave,

I wish it were that simple! Grr. There's no ICMP traffic - the network
trace shows the box answering on 3389 just fine. I tried the patch
anyway, no change.

Tsadmin on the console shows the session starting up, no additional
information or change when it fails. Is there anything else I can be
looking at?
