Unable to save Trusted Sites after upgrade W2K3 to SP1

I have a Windows 2003 Server (Std) that I just installed SP1 on.
My Trusted Sites list is empty and I cannot add a new site.
It is as described in KB 307907.
However, I have not used IEAK Profile Mgr to import anything.
Suggestions?

Sounds like a spyware problem more like it.

Have you run an adware/spyware scan?

Thanks for the reply.
I have run both Spybot S&D and the Microsoft Antispyware Beta product.
No malware is found.
McAfee VirusScan Enterprise finds no viruses.

The server was fine until I loaded SP1.
When I Add a site to any security zone, it looks like it takes it
(clicking on Add moves it to the lower window), but exiting
the dialog with OK and returning shows the lower window to
be empty.  I lost all the previous entries (no big deal), but cannot
save new ones (big deal).

Before I say to uninstall SP1 to see what happens try to run a repair on
Internet Explorer:

Open the Control Panel > Add/Remove Programs > scroll down and highlight
"Microsoft Internet Explorer" > click the Add/Remove button > select the
"Repair Internet Explorer" radio button > click OK.  The computer will
prompt for a restart following the repair process.

Alternatively, a repair can be run from a command line:
rundll32 setupwbv.dll,IExMaintenance
where x is the appropriate Internet Explorer version number

Note: Internet Explorer version can be found under Help > "About Internet
Explorer"

I was unable to repair IE.  I therefore uninstalled SP1.
The Security Zones are working again.
What do you suggest I do before trying SP1 again?

Hmm..I was going to suggest checking out the svcpack.log file for a clue on
what went wrong.  For right now, be sure to back up the system state at
least before re-applying SP1.

After unlinstalling SP1, I insured that everything was working properly,
which is was.  Trusted Sites / Security Zones work as expected.  I backed up
the System State, and installed SP1 again.  Same result.

Again, there is no option to fix IE.  Running the run32dll command, however,
has the option to restore the previous IE version and windows components
below.  Then there is then a checkbox for MS Data Access Components
KB870669.

The call to MS is free whenever you can prove a problem is SP-related, as
this one is.  Give them a call, then post back here to the group what they
helped you find.
